Laguna Beach Ends Moratorium but Adds New Restrictions
On August 4, the Laguna Beach City Council ended its moratorium on new pool and spa construction in Laguna Beach. The moratorium was the first of its kind in Southern California enacted in response to drought conditions, but didn’t survive long.
In its place are new rules and regulations that swimming pool owners must follow. These include the use of swimming pool covers and timers on continuous fill equipment.

For example, in summer you could run it up to 10 minutes and in the cooler months only 2 to 3 minutes might be necessary”
Pool owners will have 60 days from the August 4 meeting to install timers on autofill devices and swimming pool covers or face fines.
Benson expressed concern about the unexpected expense to homeowners. “People weren’t planning on the City deciding they needed new equipment on their pools. These new regulations are coming just as people are faced with back to school expenses and saving for holiday expenses as well.”
