Moratorium Ended but New Restrictions Added
Back on August 4, the Laguna Beach City Council ended its moratorium on new pool and spa construction in Laguna Beach. The moratorium was the first of its kind in Southern California enacted in response to drought conditions, but didn’t survive long.
The Laguna Beach City Council moved quickly to react to the community outcry over the moratorium, but placed new rules and regulations on swimming pool owners. They require the use of swimming pool covers and timers on continuous fill equipment.
Swimming Pool Covers Save Water

The City of Laguna Beach now requires the use of swimming pool covers on all pools when not in use. This is for commercial and residential pools as well. They also prohibit the use of continuous-fill equipment unless it is operated on a timer. Pool owners had 60 days to install swimming pool covers or face fines. The 60 day grace period has now expired.

Types of Pool Covers
